Having done your diploma in Mechanical Engineering you can opt for any other branch in B.Tech as a lateral entry.
And if you score high in the entrance exams you can also get the top Colleges in the state or Country.
But you have to always keep in mind that it will be tough for you to settle into a whole new stream and you have to give extra time for it to get a good placement.
But it is possible and doable.

First of all, determine your area of interest as textile, biotech and mechanical are different fields not related to each other. And all three of them have wide scope in future as well. Going with textile you can get job in quality control, sales technical, R&D, production control, process engineering, corporate management, planning and maintenance of textile machineries etc. While, biotechnology has expanded to diverse sciences like immunology, virology and other subjects like health, agriculture, cell biology, plant physiology, seed technology, etc. The job of a biotechnologist is to modify or manipulate living organisms in laboratories to develop new products. Moreover, mechanical engineers have many opportunities in aerospace, automobile, chemical manufacturing plants, oil exploration, railway coach factory, research, and development etc.
So, please choose accordingly as per your interest. Coming to institutes, IITs(Indian Institute of Technology) have quite great scope. Whether it is Delhi or BHU, you will come across great placements too. Also, choosing dual degree program will save your one year.

As per your query I would glad to tell you that in my opinion you should go for college over branch because at the end the goal of majority of the students is placement for which you need college of very good brand . Moroever , if we talk about branch in placements student of all branches sit together only so if you keen interest in coding and have potential to score dsa then you will easily be placed in from chemical stream too

First of all ceramic, metallurgical, mining or environmental engineering were somewhat newer branches of engineering according to industrial needs. In India there were not so much companies which recruit students from this respective branches.
Again mechanical, electrical, computers and communication engineering were regarded as core branches of engineering. There is a need of engineers from this branches everytime. So you may get various opportunities after graduation.
Again comparison of IIT with GFTI is not so good. As IIT's were the most premium institutions in India and you can get a good academy culture and work culture there and have more than 90% chances of getting placements.
But all GFTI's were not same, some were very good where you can explore study and work culture seemly but some were not so good comparatively.
So choose according to your interest which will help you more than choosing a good college.

I would suggest you to go for BIT, Mesra rather than going for B.I.T Sindri...B.I.T Mesra is far better than B.I.T. Sindri.
Moreover, if we look between Mechanical Engineering and Civil Engineering, both are of great scope if you have interest in it. Please choose the one you have keen interest in. Only then you will succeed. Both the Engineering degrees will offer you great exposure. Scope of Mechanical Engineering includes opportunities in aerospace, automobile, chemical manufacturing plants, oil exploration, railway coach factory, research, and development. While, the scope of Civil Engineering lies in developing, designing, planning, calculating, monitoring construction as well as executing and managing the construction of buildings, roads and physical structures like bridges, dams, etc. and their maintenance.
