The Highest Package of CSE student in NIT Rourkela is 39.2 Lakhs Per Anum, Total number of companies visited in 2019 are around 215 and the maximum number of placements got to Btech-Cse. Number of jobs offered are around 1020.
Top Companies are ABB, Accenture, Axis Bank, Airtel, Amazon, Deloitte, Infosys, IBM, Intel, Essar, Capgemini etc.

A rank of 70 is a good one to get seat in the nit or iiit colleges with reservations. Since you have mentioned that you belong to the sc-pwd category you may have a chance of getting into some good nits though we cannot say for sure that you will be guaranteed a seat at mechanical engineering due to the high demand nature of the course.
There are some newer NITs where you would have a chance at getting mechanical engineering such as NIT Pondicherry or NIT Andhra Pradesh. I suggest you to apply for state colleges or any other private institutions. There are pretty many good private institutions where you can apply. Here are few good private institutions

However, it would be better if you look through other state level exams or other engg. Entrance exams for getting admission.

In my opinion,
If you just want the tag of NIT, you may go for NITR, but for a better coding environment,BIT is always a better choice.BIT performs exceptionally well in variour coding contests and is winner of GS We Build Coding Contest 2017,Smart India Hackathon 2017, Amdocs Innovation Challenge 2017.
It produces 3–4 Google Summer Of Code Qualifiers every year.Also, its perfomance in ICPC(considered as Olympics for coding) is way better than NITK.
Now comes most important part, that is placement. In current placement season more than 50 students of CSE(out of 130) have already got a package greater than 20lpa with the average package above 10lpa.
Other than placements, many 3rd year students have got the summer internship and are expecting a ppo.
Companies like Microsoft,Amazon,Goldman Sachs, Direct i, Wallmart Labs visits campus every year for full time jobs as well as summer internship.
Even in further studies, BIT is doing great. Either it is CAT or GATE or MS, BIT have a lot of selections with good rank.
Recently, BIT has started choice based course structure in CSE department. It provides student dozens of subject to choose from according to their choice.
Only problem with BIT is adminstration is not that much supportive which I think is improving.
