JEE mains is the exam which considered as the base for admissions to NIT. The AIR rank that you get will decide which NIT you will get into. JEE advanced is for admission to IITs.

As per your rank and category, it is not possible to get any of the NITs mentioned above as the cut off for Chemical Engineering is around 5,000 and Mechanical Engineering is around 3,000. You can consider other esteem colleges like: VIT, LPU, BITS, Assam Don Bosco

NIRF 2017 ranking by Indian Government -

NIT Rourkela 12th in country

NIT Allahabad ranks 41.

Yes I think that you will get a chance in NIT Rourkela  in general category but you should also take care of the counselling process of choice filling and  rest depends on the seat availability.
