Hello there, No, NIT Sikkim does not offer lateral entry admission to B.Tech programs. Admission is strictly through JEE Main followed by JoSAA/CSAB counseling . If you are a diploma holder, you can apply for regular B.Tech through JEE Main but not directly into the second year.
