1. He/She must be born in the same state or parents should be a native of that state.

as per latest information available from UPSEE, the engineering counselling would based on jee main ranking only. now see the score you obtained in jee main is not very promising. so at this percentile your overall estimated rank would be 305197 - 343085 . since this year for the firs time upsee conducting counselling based on only jee main score, it is hard to predict the exact college name. by students review even for sc category, you have tough chances for government institute.

so if you are again appearing in jee main upcoming session, try to secure 85+ percentile.
