Nowadays institutions make students to create profile to apply for the respective exams. So you should get your password again by clicking forgot password. If they have provided the options to download using email address or date of birth, then proceed with them.

According to the eligibility criteria, the candidate is eligible to appear in exam only if they hold a bachelor's degree in law from a recognised university. Having a backlog means that you still haven't graduated. So you aren't eligible.

As per your rank, it's extremely difficult for you to get civil branch in NIT kurukshetra. So your options must be Mechanical in NIT Silchar. As per the statics Mechanical branch has good placement rate at NIT silchar as compared to civil branch at NIT Kurukshetra.
