Students qualiying Jee mains are the one who are eligible to appear for the Jee Advanced. Students who haven't qualified the exam are still eligible for admission into NITs or other colleges based on their Jee mains ranking.

Those 224000 students will be qualify for jee advance they can appear in JEE advance so they are eligible for IITs.otherwise if any college demand a rank more than 224000 you can also apply.It doesn't mean that you are fail,you are not eligible for advance only.
