Yes anyone can repeat who do not take admission in IIT or withdrawal from IIT can eligible for IIT JEE.
And anyone can give jee mains.

Hello,
Ofcourse, you can repeat. But you need lot more focus, and need to work hard. If you wish to get a seat in iits I don't think that seems hard.
