Sorry to inform you that you will not get admission in NIT Rourkela with 45 percentile in JEE Main. According to last year cutoff if you belong from home state your rank should be under 16k which means your percentile should be above 98.5 and if you belong from other state your rank should be under 9k which means your percentile should be above 99. Final cutoff may vary, this is just an approximate percentile.
