Can I do MBBS from Russia if I'm getting less than 50%in PCB? I'm from HSC

As per the Medical Council of India (MCI) notification, NEET result 2019 UG will be a gateway for candidates to pursue MBBS and BDS admissions outside India.
Therefore you should be able to qualify NEET UG.
Eligibility criteria includes Qualifying Exam 10+2 or equivalent with Physics, Chemistry, Biology/Biotechnology and English as core subject in both Classes 11 and 12 from a recognized board with
Qualifying Marks UR - 50%, OBC/SC/ST - 40%, PWD - 45% (minimum aggregate marks only for PCB subjects).

Dear Shrusty, first off to be eligible for NEET, you need to have an aggregate of 50% in Physics, Chemistry and Biology. It is 50% if you belong to General Category. It is 40% for SC,ST,OBC. Now you havent mentioned your Category. You can appear for NEET only if you meet this aggregate criteria. Without securing this aggregate in 10+2, you are not eligible for appearing in NEET. And now NEET is mandatory to study Medicine abroad including Russia. So first things first, you need to score the required aggregate and then be qualified in NEET. If you dont meet anyone of these criteria, unfortunately you cant proceed further.

Yes,you are eligible for doing mbbs from Russia.One should only be NEET qualified for attaining an mbbs degree from abroad.But after its completion you will have reappear in an entrance test conducted by the MCI ,if you wish to practice to India.
