If by "qualifying marks" here you mean the cut off, it would be really hard to get a seat in the government medical colleges.

If u want to get admission to govt medical colleges u will have to score a very nice mark in neet entrance....but u said u have only qualified the xam...so unless u have reservation it would be difficult.
