Hello !
Yes you can definitely do btech in computer science engineering without giving jee exam. This is called direct admission in the college. Some colleges have a basic criteria for jee mains score but many colleges take direct admission depending upon the score you secure in their examination. They conduct their own examination before admission except IITs and nits you can go for direct admission. There are a number of colleges in India and you have ample of options.

Hey naresh,
Definitely you can get admission for b.tech in any PRIVATE college, because for government colleges, you have to appear for its entrance exam.
So,
There is no any issues, you can go for private colleges.
