Hi ! No you can't get IISER or IIST with this rank. To get IIST you must acquire a rank between 8000. And to get IIST you must have rank between 4000-6000. So you will not get any of those two colleges and if your luck is not too good to get a vacant seat. So hope you understand and best of luck to you.
