Can I get mbbs seat through my category (SC) rank?

Yes you can get mbbs seat through your category rank. If  you have mentioned your category when filling application for neet then you are eligible to get seat through your category rank. At the time of counseling also you should fill your category in the application form where you apply either for all india counseling or kanataka counseling. You will have to show your caste/category certificate at the time of counseling without that you will not be eligible. Usually cut off for your category go lower than every category so you should take advantage of that and can get better college.
