Duration of MSc course is over in 2019,but still I have one backlog which I'm going to write on November 2019.am I eligible for gate 2019?

Yes, you can appear for GATE 2020 exam but before taking admission you need to clear all the backlogs. As you said, your exam is in November and the GATE 2020 exam is going to held in February. So till that time I think your result will be declared. Registration for GATE 2020 is starting from September 3, 2019.
