Got 285 in Neet. Is there any chance of me getting any govt seat in NEET 2019 in AIQ category?( MBBS or BDS or BHMS or BAMS). I am an SC.

As you know admission to government medical colleges is based on NEET marks is done under two categories-All India quota(15%) and state quota(85%).
With SC category and 285 marks, you might not get any government college through All India quota.
But, you have high chances of getting a decent government medical college for MBBS/BDS program in your state tgrough state quota.
However cutoffs change every year depending upon level of toughness of exam. So hope for the best and follow the counselling process.

If i studied 12th from Rajasthan, am i eligible for Rajasthan state counselling?
It doesnt work that way. You can only have domicile of one state. It is generally the state you were born and bought up in. Ask you parents they must be knowing.
Well i was born in assam but they have applied a rule to study 7 to 12 in assam only, then only you will be able to apply in assam Colleges
