According to your query,

You can only apply for government medical colleges of another state through all India counselling. If your domicile is of another state then through state quota counselling your admission is not possible. But yes you can apply for private medical colleges for another state like MP through state quota counselling session through management category.

As you said that you have a domicile of Chhattisgarh and hence you are eligible for 85%state qouta in Chhattisgarh only.
You can register yourself for BDS in Madhya Pradesh but their you will considered as 15% all India qouta and not 85% state qouta.
It's not only BDS but also for other courses like MBBS, bams, BHMS etc you will considered as 15% all India qouta in any other indian state except your state of domicile.
