According to the situation, you have described you have to fill the state of which you have the domicile. If you have domicile of Delhi then fill in Delhi however according to the situation you have described most probably you have the domicile of the village in your hometown.
Ask your parents of which state you have domicile and fill that state because later in the procedure it will ask you for the domicile. For current address proof, you could use the Aadhar card.
