I would recommend that it would be futile to do that. The cutoff for all college under JAC Delhi is very high. If you were from delhi than you would have good chances, but for outside delhi it is quiet tough.
Even though you may apply for the sake of satisfaction. But probability is low for allotment of seat. You may apply for that.
