The chances are very low to get a government MBBS seat with 262 marks in neet, even if you belong to OBC category.
Under All India Quota, the merit list is very high and it becomes quiet impossible to bag a government seat with score below 300 in neet.
Moreover you belong to state uttar pradesh and thus do not have a state domicile of vellore, Tamil nadu.
So, the chnces to get government college in vellore are almost nil.
But you should try for private colleges in vellore having lower cut offs and also few conducting separate examination for MBBS admission.

Sorry to disappoint you but your marks are low and aren't enough to fetch you CMC Vellore.
Your rank would not even fetch you any government college for MBBS or BDS under state quota or all India quota even with your reservation certificate.
But you can try for private colleges.
My advice will be to take a drop and prepare well and crack NEET next year .
