Hlo I can get 13878 rank in ipu cet for BBA and obc by category and I score 58% in bihar board 12th so will I get a good college in ipu?

There is a tough competition for BBA. According to your rank there is a low chance that you will get good colleges. You can try for the most popular course BBA by giving exam DU-JAT. It's a good option. Hope this helps. Wish you good luck.
