I am alloted tanda.But i want to join igmc so what are procedures if i want to attend 2nd counselling for upgradation (of himachal ).?

Hey Ritu !
In that case, you need to take your admission in Tanda at first. After you take in admission, you need to tell the officials that you are willing to take part in 2nd Round of Counselling and if upgraded would move to the next college.
Then you are free to take part. In case your alloted in IGMC in the next round, you can take back your documents as well as the fees from Tanda and submit the same to IGMC.
But if you aren't alloted, then you need to continue with your MBBS course in Tanda itself.

Which offficials to contact for upgradation ? Any kind of form filling or make a call ? Exactly what i have to do ?

While you would be taking the admission in the college, the officials themselves would ask you.
