I am from outside delhi and I scored 10634 rank in ipu cet exam so can I got admission in in ipu is there chances for admission.

Thanks for your query! The cutoffs for outside Delhi are usually very high in GGSIPU and at a rank of 10k it becomes very difficult to secure a seat but you can surely go for all the further counselling rounds.
