I am in my final year , Doing B.com from Open University. waiting for the Result and I want to fill the CAT exam, i can Register for CAT ??

Right now you can fill the result of last semester or year whatever you have with you. All the freshers whose results haven't been declared yet needs to do that.
For the first list when you will br call for interview process after giving CAT exam you would be evaluated on this result only. After that each college from where you have been called for interview round makes you fill up the details once more. Along with details there might be some general questions also about yourself this varies from college to college. While filling this detail you can change your percentage if you have got the final year result.
All the documents are verified properly on the same day of interview before your interview. At that time you can show your percentage change and verify it with your final year marksheet.

and if after selection in colleges like IIMs, my result is a bit low as overall in my graduation, will there be any effect in my selection

You will need to submit your final result during interview session but honestly saying if It is a little low not much difference then it won't matter much becuase marks are allotted for a range of percentage like 70-75 three marks out of five.
The above marks distribution I told is just a sample it varies from college to college.
When I was called for IIM Kozhikode interview I accidentally filled wrong percentage due to a mistake in conversion of CGPA into percentage. And my real percentage was less 0.4. It didn't matter anything when I got it corrected during document verification. AND I WAS SELECTED IN IIM KOZHIKODE where I am currently doing my MBA.
So don't worry and fill your percentage.

See min % for you to be eligible for CAT exam is 50% for General/OBC category in 10th, 12th and graduation and 45% for SC/ST category.
This is only eligibility you have marks with different weightage in your aggregate score in different colleges. So better they are better will be your chance of getting a call. In IIM I it gives more weightage to 10th, 12th and graduation marks even more than CAT marks.
