It's okay to be one year drop out. It is accepted under certain grounds like medical. You have good qualification and getting an admission is easy as normally state government intakes candidates based on qualification.

It is the universities who have their own entrance exam on the basis of which they give admission.

You can apply for any government college for BSc. If there is any university who provide BSc. then you can apply for it. It is not preferred to go for outer state college.

You will surely get one college which is highly recognized in your state and you can get an admission based on your qualification or entrance exam marks.
