In 2019. the cut off for delhi state quota seats in the government medical colleges have been higher, and the lowest cut off that has been for sc candidate was 476, in Lady hardinge Medical college. But in 2018, the cut off was lower and in most of the colleges it was around 410-420. So, if this year the cut off remains more like the 2018, then you may have good chance of getting admission in Delhi. Nothing can be predicted with surety as cut offs change every year, so you can hope for the best.

To apply in other states, you can apply through the all india 15% quota seats, that are available in every state, except Jammu and Kashmir.
