I cannot be present for the counselling. Can someone attend on my behalf?

No. Candidates have to report in person for the counselling

If you are not able to attend counselling for some apparent reason like being sick or attending counselling somewhere else then yes someone else can attend the counselling for you. But that someone can only be your parents or guardians qnd nobody else like your friend or your brother
