I did my 12th in 2013 am I eligible for wbjee 2019 and for Jadavpur University too?

Sorry dear but you are no eligibel for jU and you also not eligibel for wbjee 2019 most probabely.

According to eligibility criteria there is no upper limit bt you should talk atleast once with the respective institution that would be more helpful

There is no upper age limit for WBJEE 2019, so I think you're good to go. You can refer to the following link for more information on this:
