You can apply for Ph.D just like any other application process for studying in the USA. (Mostly preferred for Phd

Most Important points to consider :

1. Apply to those Universities only where your work during Mtech matches with that of the Professor there. If you have not been involved in any kind of research works during your mtech , then atleast select those Universities where there are lot of scopes in the subjects of your interest!

2. Make a strong SOP ( Statement of Purpose) about the work you are interested in, why you are interested and how this interest matches with those of the Professor you are looking to track. You have to demonstrate the need of funding mandatorily.

3. Get letters of Recommendation from Professors who know you well academically. (with whom you have worked for projects/thesis preferrably).

4. Appear at the GRE and get a score around 320 or if possible more,although GRE scores matter only for admission purposes.

5. Get good TOEFL/IELTS score, whichever necessary as per your choice of University and their demand.
