As your have not uploaded the documents within the given time, then it is sure that your seat is now cancelled and you are not eligible to participate in further rounds.

Now as your seat is cancelled then you have passed the eligibility criteria for participation in csab round counseling.
For csab round counselling, you must have to register yourself from the offical site.

But as you Have secured a crl rank of 201389, then ke will be very difficult or in other words no chance for you to get seat in csab special round counseling.

If you belong from north eastern states or union territories, then you can participate in csab neut counseling, and in this counseling there is chahe that you can get some north eastern lower nits.

Other wise in csab sfti round, there is a chance that you can get some gftis.

But still even the chances are low in csab special round counselling, then also you can try your luck.
