You have not mentioned the course in which you are seeking admission through IP CET.
IP University offers a lot of Undergraduate and Postgraduate courses and in some cases, you might get a good college with 19k rank and in others you won't be able to get a seat with this rank.
So, kindly mention the name of course in which you are seeking admission for accurate information and cut offs.
