I got 33693 rank in ts eamcet if I go for second counselling which collage I can get for cse iam an oc candidate so please replay me fast

I am not sure but I think you will get much better option than you have got in the first counseling, but chances can go conversely also so to be on the safer side if you have got good college Take it but if not wait you will get much better.

Before doing this

You should check out the cutt off of the college you want to enter to and ask some of the students from that college whom have taken admission from CLC so check out these things and than take decision
