I got obc rank 45000,and I am a girl, do I have any chance in getting any IIIT s even in special rounds

According to previous year the last round maximum cutoffs for OBC category for IIITs are around 12500 to 13500. In IIIT there is only one or two institution who provides female reservation so it would be impossible for your to get into any IIITs till round 7.
But in special round there are good chances of you to easily get admission into IIITs.Following are the IIITs in which you can get admission, as these are irrespective of branches you can further look individually for you choice of branch:
