I got VNIT ngp in 1st round of josaa 2019 for architecture but i have only 63.69% in state board, should I report their or not? Please reply

You can report at the reporting centre if you want to but surely your application will get rejected because they would definitely check your 12th Board percentage. And if you are a general candidate you need 75%. If you are SC/ST/PwD then you need atleast 65%. But in your case, you have scored less than the required percentage. So, you are not eligible to take admission.
Still you can visit the reporting centre and talk to the authority people.
