I have 2003 rank in cgpet general male can I get electrical engineering in gec Raipur or bilaspur

Yes with your rank it is possible that you might get EE at GEC Raipur or GEC Bilaspur. However the rank falls on borderline. Generally the cutoff ranks for government colleges is between 1500 and 2500. There might also be some shift due to counseling participation.
