If you have the domicile certificate of maharashtra, you are eligible for the government seats across colleges in Maharashtra (in the 85% state quota). An since you do not have the domicile certificate of Karnataka, you are only eligible for the management seats in the private colleges there. You can apply for both the state counsellings, but in karnataka your category will be of a candidate form 'other state'. According to government policies, caste certificates are also state specific.
