I have got 269 in neet so.. can i get addmission in mbbs in uttarakhand govt. College being a ST

As per your said marks and as per the last year cutoff trend you have less chance of getting government medical college in Uttarakhand.
Last year for the st category Aspirant the cutoff was around to 337+ marks as the lowest cutoff for the any government medical college in Uttarakhand under the state quota benefit. And you have less marks than that. Go for the private medical colleges.

As you mentioned with ST category and 269 marks, your chances of getting a decent government college in your state through state quota(85%) are negligible as cutoff was 330+ previous year.
However you might get some good private medical college in your state through state quota.
As the admission to medical colleges based on NEET is given unsed All India Quota(15%) and state quota(85%).
However cutoffs change every year depending upon level of toughness of exam. So hope for the best and follow the counselling process.
