I have got 84 percentile in JEE but very low in CET...can I get admission in any college in Mumbai/Pune only by my JEE score?

i cant confirm that you will get admission just by knowing your percentile. The admission also depends on category ranks and quotas.
If you are willing to get a Maharashtra college then apply for state counseling. Check your state merit list regularly to see if your roll number is there.
