The answer is no. You havent mentioned your Category. Neverthless, 189 is too less a score and this year the cut offs have gone way too higher. In Gujarat particularly Candidates belonging to SC Category with a score of 400 also couldn't secure seats in Round 1. And with 189 a Government Medical College is impossible. GIA is tough too.
