I have scored around 280 marks in UPSEE 2019 and I am a OBC student so cani get BIET jhansi or any other good government college?

No  you cannot get BIET JHANSI on this mark. As you have not mentioned your rank so I cannot tell complete information about Colleges you can get. But still the Colleges where you can get chance:
1. Rajkiya Engineering College Sohnbhadra
2. Rajkiya Engineering College Kannauj
3. Bundelkhand University
4. Chhatrapati Shahu Ji Maharaj University Kanpur
5. Lucknow University
These are the government Colleges where you can get chance . Go through these Colleges. Perform your counselling properly. For getting Government College you should ho through counselling till last round. Otherwise you can look for private Colleges also.

2. Krishna Engineering College Ghaziabad
3. IIMT Greater Noida
4. ITS Greater Noida
These are the private Colleges where you can get admission. It also depends on the cutoff list. The cutoff list depends on the number of the students appeared in the exam and the level of paper whether it is easy or hard.
