I have taken ece at vit vellore is there any way to get cs seat of those students who didn't take admission after alloting their seat

You cannot do that in your first year.
There is a Program Migration opportunity that you'll be informed about during your 2nd semester. You will have to opt 2 courses of CSE and perform well in them+ you need to have good academic performance in both the semesters. Around 20 seats are available for migration in CSE.
