To get under 100 rank, you must aim at least 380 in IPU-CET.
Also, I know there is less chance in outside general category but if you get a good rank, but was unable to get CS in USIT, do try Spot round as there is much scope in spote round and there is no reserved seats in spot counseling for delhi candidate.
This year many of my friends got admission from outside delhi with rank 1500-2k.
