I m in philosphy (h) in hansraj this year. But I m not sure if I want to continue with this course. I am preparing for CA and so I am thinking to register from du sol as well. So tht just in case if I want to drop hansraj later, I don't have to waste my 1 year. can I register for both at same tym?

2 dual dual degree from different institutions at the same time. There is a condition according to UGC norms about that.1 degree must be in open and distance education mode and another will be in regular mode.You are  doing  MA in philosophy and CA also then you have to do it at the same time MAphilosophy in open and distance education mode and CA regular mode. If you want to leave MA inphilosophy course and do not want to waste your one year time then leave it immediately and join for only CA.

If you can manage your studies as well as your CA studies you can get admission in DU as well as do CA.

First decide why you want to drop from hansraj college. If the reason is valuable you can drop or else continue with the same college and go for CA.

But see that You need to stress and work hard if you are choosing CA. Because you need to concentrate both of CA as well as with graduation stusies.
