I scored 387 in neet 2019 and I am from obc category ..Can I get an mbbs or bds seat in a govermentcollege in india?

I'm sorry but you cannot get a seat in any government or deemed college with this score. Though, you can try for private medical colleges but then the fees would be way too much. This score is a little bit low and there is a lot of competition around.
