The chances of getting a government seat with 389 marks are somewhat low, as most government colleges require at lease 500+ marks, even considering your category and state quota. You could get into private colleges and might get waitlisted for veterinary or Bds in govt colleges.

And I know if a sc category student have 450+ to below 500 marks will get 100 % government collage set
