I secured 620 in neet with rank 4104 and studied 11th & 12th in delhi . I am OBC candidate.Will I'll be able to get seat in mamc or ucms?

Looking and analysing this year's Marks vs Rank, you have got a wonderful score, my heartiest congratulations.
As far as the stats of 2018 are concerned, if you do have the DU Quota, then itself Delhi Colleges would be a good shot for you, else no.
As far as MAMC is concerned, the cutoff rank is quite beyond one's reach 1266 to be precise.
And for UCMS the rank stood at 3005.
Either way, your rank seems to be well above the required cutoff which might make it troublesome to procure a seat in any of the colleges.
However you might try for LHMC if you want.
Or else go for AIQ.

I am an OBC (NCL) candidate from bihar but studied 11th and 12th in delhi. Will I get Obc quota in Delhi state Quota reservation?

Apparently you won't get the reservation, because for the Domicile Certificate, you need to minimum spend a spell of 6 years continuously in there.
Yes you will get MBBS seat in delhi or near by state
