Hope you are doing well,
So the thing is you can apply for any college through all India counselling, however you will be given preference only in the state , where you have the domicile of. Also, PGI Chandigarh is a post graduation college, it doesn't offer mbbs degree, so you can't really apply there before doing mbbs, for that you have to first complete your mbbs then appear for the neet pg exam.
