If I apply for IIT and in case I also get a good PSU and leave iit offer, then i will be debarred from applying in future in iits?

Educational institutions do not debar a student for any reason unless you have not legally abided by any law for which you can be declared a criminal.
If you are aspiring to leave any IIT and join a PSU, go ahead and do it. You won't be blacklisted for this reason.
