If i can not qualify jee advanced 2019 then i am eligible for counselling of NIT?

If you have qualified for JEE Main ,then you would be available to sit for Joint Seat Allocation Authority (JoSSA) counseling to get admission into NIT/IIIT and CFTIs .So,it won't matter whether you have qualified in JEE Advanced , clearing Advanced will only help you to get admission in IIT and other colleges which take JEE Advanced result for admission .

hi. If you have cleared your JEE Mains, you are eligible to appear for the counselling of JoSAA. This counselling procedure includes IIITs, NITs and GFTIs. This counselling procedure does not depend upon your score in JEE advanced. The college you will get also depends on your rank in JEE mains, not advanced.
