If I haven't registered in round 1 counseling neet 2019 in Punjab state can I participate in round 2

Hello,
As per your question, According to the rules provided by mci for counseling, you can register for second round directly, if you hven't registered for first round before. Candidates who didn't get chance to register in first round can register for second round when fresh choices are to be selected after first round and can choose their college freshly.
